The 36th session of the Council of Ministers of the Republic of Somaliland, chaired by the President of the Republic of Somaliland, H.E. Abdirahman Mohamed Abdillahi (Cirro), and accompanied by the Vice President, H.E. Mohamed Ali Aw Abdi, was held today at the Presidential Palace of Somaliland.
The key issues discussed during the 36th session included:
- National Security Situation Report
The Minister of Interior and Security, Hon. Abdalle Mohamed Carab, briefed the Council on the overall security situation in the six regions of the country. He reported that security is generally stable and that there are no incidents of unrest or instability in those regions.
He also noted that the country enjoys full political stability. Additionally, he highlighted that road traffic accidents remain a national concern that requires a collective response. - Report on Economic Affairs, Finance, and Revenue
The Minister of Finance and Economic Development, Hon. Abdillahi Hassan Aadan, briefed the Council on the progress of inland revenue collection and its impact on the country’s economic growth.
He stated that the national revenue forecast for the year 2025 is on track and that preparations for the 2026 national budget are progressing well.
He noted that the increase in domestic revenue is a sign of economic growth and public confidence in the financial capacity of the Republic of Somaliland, contributing significantly to the improvement and funding of public services and infrastructure development. - General Health Situation Report
The Minister of Health Development, Hon. Dr. Hussein Bashir Hirsi, presented a report on the general health status of the nation. He detailed the public health services across the regions and the existing challenges that require national attention.
The Minister also informed the Council of the official inauguration of the Mental Health Hospital in the city of Berbera, which is fully equipped with modern facilities.
He reaffirmed the Ministry’s commitment to strengthening and ensuring the delivery of quality and reliable healthcare services to the people of Somaliland. - Compilation of Biannual Ministerial Reports
The Minister of the Presidency, Hon. Khadar Hussein Abdi, briefed the Council on the collection and structuring of the six-month performance reports submitted by various ministries.
He stated that a formal government report will be compiled based on key national planning pillars, aimed at promoting administrative transparency, accountability, and enhancing the performance of government institutions.
Conclusion of the 36th Session
The President of the Republic of Somaliland, H.E. Abdirahman Mohamed Abdillahi (Cirro), instructed the Council of Ministers, in accordance with the National Procurement Act (Law No. 82/2018), that every ministry implementing a project funded through grants or international cooperation must submit their procurement plans to the National Tender Board and fully comply with the procedures and guidelines set by the Board.
